The VA Budget Shortfall Accountability Act tells the Government Accountability Office (GAO) to start, within 30 days of enactment, a review of what caused the Veterans Benefits Administration’s FY2024 shortfall and the Veterans Health Administration’s expected FY2025 shortfall. GAO must compare spending to plans, track any account transfers, explain major deviations, and assess how accurate VA’s projections were. After the first review, GAO must repeat these reviews annually for five years. The VA must forward GAO’s reports to the Veterans’ Affairs and Appropriations Committees in both chambers.
