The top 10% of senators and representatives, ranked by Mean LSI and EIS percentile.

  • Mean LSI: The average Legislative Seriousness Index score across all bills sponsored by a member. Higher scores indicate that members typically sponsor bills with greater true legislative intent. The mean-LSI does not measure the legislators effectiveness in terms of messaging, or influence on policy, only their participation in bills with actual motive force. NOTE: In this ranking it is not only the LSI that is taken into account, but also the number of sponsored bills.
  • EIS Percentile: A member's Effective Influence Score percentile rank within their chamber, combining formal power (leadership roles, committee positions) and relational power (co-sponsorship networks, bill progression rates). Higher percentiles indicate greater relative influence compared to other members in the same chamber. It is important to note that EIS does not reflect popular influence or appeal, but only the ability to effectively influence legislation. In no sense should the EIS be understood to be an endorsement or condemnation of the member.
